What is on the page

Every jurisdiction in the FY2028 projection has a one-page brief built from the same reconciled dataset and the same statutory arithmetic. Nothing in it is written for a particular reader: the state-specific content is entirely computed — the tier, the distance to the next threshold, what crossing it is worth in dollars a year, the national rank, and the nearest jurisdictions by enrollment.

That is a deliberate limit. A projection of statutory mechanics is useful to a budget office precisely because it contains no persuasion, and a brief that mixed the two would be worth less than either.

Each brief carries

  • People enrolled, with the year-over-year change.
  • Annualized benefit issuance, and a note when the estimate uses a substitute month.
  • FY2025 combined payment error rate, split into over- and under-payment.
  • The statutory tier that rate produces, and the projected annual state share.
  • The reduction in error rate that reaches the next tier, and what that tier step is worth per year.
  • What one full percentage point of measured error rate is worth at that level of issuance.
  • National rank, and whether the obligation is deferred to FY2029 rather than owed in FY2028.
